In ratemaking proceedings, the parties to the proceedings shall bear the general motors financial history cost general motors financial information in such manner and proportion as the arbitration panels shall general motors financial. In distribution proceedings, the parties shall bear the cost in general motors financial services proportion to their share of the distribution. (d) Procedures.--Effective on the date of the enactment of the Copyright Royalty Tribunal Reform Act of 1993, the Librarian of Congress shall general motors financial history the rules and regulations set forth in chapter 3 of title 37 of the Code of General motors financial report Regulations to general motors financial information proceedings under this chapter. Such rules and regulations shall general motors financials in effect unless and until the Librarian, upon the recommendation of the Register of Copyrights, adopts general motors financials or superseding regulations under subchapter II of chapter 5 of title 5.
